Services and Resources in Illinois
Navigating the landscape of services for individuals with a dual diagnosis of intellectual and developmental disabilities and mental health conditions can be challenging. Illinois offers a range of specialized resources designed to meet the unique needs of this population. Below are some resources related to key services available across the state, helping families, caregivers, and individuals to connect with the right support systems. The below information describes what is currently available to support people with a dual diagnosis in Illinois.

24-Hour Stabilization Services
24-hour stabilization services include stabilization homes and will eventually include transition homes.
Stabilization homes are for people who are “experiencing acute behavioral health conditions” while living in the community. Without intervention, these individuals are at risk of losing their current placement and/or lack a permanent community placement. These homes are designed to provide temporary stabilization services outside of an individual’s current home with the intent to return back to their home.
Providers of stabilization homes are required to have one QIDP per home, one Board Certified Behavior Analyst (BCBA) per home, psychiatric services, and other staff (nurses and management) as needed to ensure treatment goals are met.
Referrals to 24-hour stabilization services are made to providers by the Division of Developmental Disabilities.

The Support Services Teams (SSTs) provide interdisciplinary technical assistance and training to people with developmental disabilities with have medical or behavioral support needs that make it difficult for them to successfully live in the community. The SSTs observe, assess, evaluate, consult with family members and providers working to support the person and provide training as necessary. There are six locations throughout Illinois in Rockford, Chicago, New Lenox, Peoria, Springfield, and Carbondale. The Illinois Crisis Prevention Network (ICPN) is the SST service provider. The ICPN is operated as a partnership between Trinity Services and The Hope Institute for Children and Families. Kim Shontz, LCSW, and Amie Burke, BCBA, are the statewide Directors for ICPN. IAG Behavioral Health Center (BHC)
Individual Advocacy Group (IAG) recognized the need for behavioral health services to the greater community. While IAG therapists specialize in supporting adults with intellectual disabilities, they are also well-trained in various mental health needs of children and adults in the community. Located in Romeoville outside of Chicago, IAG’s Behavioral Health Center offers affordable and accessible mental healthcare and treatment planning for individuals, families, and groups.
Services offered: individual psychotherapy, group therapy, family therapy, behavior therapy, creative therapies, case management, medication management

Illinois Crisis Prevention Network (ICPN)
Illinois Crisis Prevention Network (ICPN) is a partnership between Trinity Services and Hope, funded by Illinois Department of Human Services – Division of Developmental Disabilities (DHS-DDD). The ICPN administers the Support Services Teams (SST) program which serves the entire state of Illinois. Referrals to ICPN come from DHS-DDD to support people with intellectual and developmental disabilities, many of whom are dually diagnosed or have medical support needs. ICPN provides community-based services and supports to the children and adults who are referred, as well as their families, provider agencies, schools, places of employment, and community day service programs. De-Escalation Training Reimbursement
Illinois community providers are eligible to be reimbursed up to $16,500 per fiscal year, per organization, for expenses related to de-escalation training through the Division of Developmental Disabilities. For more information, please visit: https://www.dhs.state.il.us/page.aspx?item=168769.
